Along with his various duties for the Tiki Island Police Department, Michael was appointed by the Mayor in February 2022 to serve as the Emergency Management Coordinator, after serving as the Assistant EMC from May 2019. Michael’s education background includes: a Bachelor of Science in Criminal Justice-Law Enforcement with Minors in Business Administration and Sociology from Southwest Texas State University. He currently holds a TCOLE Master Peace Officer certification, and is a certified TCOLE Instructor and Field Training Officer.
Michael is a dedicated public safety professional, with over 15 years of experience as a first responder and thousands of training hours within Police, Fire, EMS and Emergency Management functions and concepts. Michael started his Emergency Management journey just after finishing his TCFP Structural Fire Academy and EMT Basic courses at College of the Mainland in 2018. Michael completed the coursework necessary for his Certificate in Emergency Management from COM in 2020.
Michael has also completed FEMA courses and received his Professional Development Series, Advanced Professional Series, and Continuity Excellence Series - Level I Professional Continuity Practitioner Certificates, and is co-teaching courses towards becoming a FEMA Instructor. Michael has completed the TEEX Infrastructure Protection Certificate and Infrastructure Disaster Management Certificate programs and has started one of the four the new TEEX Cybersecurity certificate programs.
Michael is continuing classes at Texas A&M University Bush School toward a Certificate in Public Management and will be applying to continue studies through either the Master in Public Management and Administration or Master in Landscape Architecture Urban Planning programs.

Michael is also a member of the Galveston County Local Emergency Preparedness Committee(LEPC), serving on the Communication Committee and a member of Texas Emergency Management Assistance Team: Region 4 All-Hazards Incident Management Team and the Incident Support Task Force.
